Is qunoot in Fajr a regular sunnah, or only at times of calamity?

The well-known view among the Hanbali scholars is that the qunoot of Fajr is not a standing daily sunnah. Qunoot al-nawazil is legislated when the Muslims are struck by a trial, in the last rakah of the audible prayers, with a supplication that fits the need. A person should follow the imam of his masjid without controversy.
